Yes, now, but XP is slated to replace them with completely different code,
and will be available soon.  W98/Me is the end of a long line of crappy OS
code.  I've never been enthusiastic about any Microsoft product, but I'm
looking forward to XP for various reasons.  (Though I only know what I read;
I'm no expert on the matter).
