Hi, I've uploaded an Cygwin XFree windows binary for COW to ftp.netrek.org. It's named COW.3.00pl3.cygwin_xfree.exe.gz and works identically to the Unix - X release. The latest CVS release autodetects it and compiles out of the box. For compiling a native windows release you need to set the --without-X config param. And you wan't believe it, it's much more stable, faster and works as well under Linux. Only sound is not supported, because cygwin lacks ipc shm.
