Statics are usually not listed in DUL because the customer generally pays for a static, so it's not likely they'll spam from that account (most spammers sign up for a cheap throw-away account and never pay their bill). If you're talking about the RBL, you won't have to worry about being listed unless you spam. If you relay-rape some machine in brazil, well, you deserve to be blacklisted. But if you don't spam you have nothing to worry about as far as the RBL goes.
