Not exactly creative, but I ran an in-house Quake 2 server, 4+ Eraser bots on a
486/DX100 for a while.  As long as it's in console-only mode, it ran without a
hitch.  You could probably manage a Half-Life/Counterstrike server if you kept
it to 6 or fewer players.
