Actually, its a small c app that modifies the shared object files.  You run it on the objects before linking and it reduces the number of symbol lookups.

Jakub Jelinek also has a pre-linker which pre-computes the relocations which is supposed to have better run performance but requires special glibc and binutils (quite a pain if you ask me).
