You have the wrong permissions or you don't have permissions to run sendmail. I
am assuming you are invoking /usr/lib/sendmail

Is sendmail suid root?

What are the perms of sendmail

What the perms of /var/spool/mqueue?

What version of sendmail are you running?

Are you running smrsh?

Is  Request tracker in the /etc/smrsh or /etc/mail/smrsh area?
