Can you download the libc6 and kernel packages, and 'dpkg -i --force-all' 
install them, along with the required packages?

dpkg -i --force-all'ing the kernel alone may fix apt enough to get apt-get
-f install to work, too.

It seems that Debian has a lot of these type of problems on non-i386
arch's; I know that Bob ran into a very similar issue on an old Sparc.
