T3/DS3 lines are less likely to go down - and you have an entirely different level of support for them than the standard T1/DS1 lines when they do. Rack space is *critical* for many users. The cost of rack space can more than make a difference. I was talking to a major networking company out in Cambridge the other day, and they are looking at higher density boxes to replace racks and racks of 4000/PM-3 style product. They need to grow but at out of room. And a higher density box would allow them to use less space for more modems, and should be easier to manage. If you only have the one box - maybe that's too much of a risk.
