I dunno why this is coming up again, as this was an old message, but
Ascend tech support helped me fix it by setting the TS security to FULL.

Now, if someone insists on a PD window, they get a login/password prompt
after which they connect via whatever I have set in Radius.

Still don't know why it worked back in 4.6 era code...
