Ascend-MPP-Idle-Percent (254)

Description: This attribute specifies a percentage of bandwidth utilization
below which the MAX clears a single-channel MP+ call. 

Usage: Specify an integer between 0 and 99. The default value is 0 (zero).
This setting causes the MAX to ignore bandwidth utilization when
determining whether to clear a call. 

Your RADIUS server dictionary needs this attribute.
