(ASCEND) RADIUS filter implementation WITHOUT abinary



I'm restating this, and blind copying Matt Holdredge and Kevin Smith to find
out some answers.  Next action is a TR, but I first want to know why this
part of the RADIUS specification isn't implemented.

Okay, let's say I don't have a RADIUS server capable of "abinary".  Does
"Filter-Id" (attribute 11, a standard RADIUS attribute from a
_long_time_ago_!) have any use as a data filter identifier for me?  i.e.,
can I use this ID as a way to select a predefined filter from the
"Ethernet/Filters" menu?  ...And if not, Ascend, why not?
