Some shops have reasons for disabling channels. NI-98 (North America) will
have standard features for B channel availability. For now, Lucent has a
custom method that we support for quiescing channels. We are looking into a
way to do something similar for Nortel switches. Outside of North America,
I know of no standard methods for handling this.
