(ASCEND) ISDN Line Quality -- Deterioration of throughput over time



Purely subjectively speaking, it seems that some of my dedicated line users
start to see a deterioration in throughput (sometimes sever deterioration)
after the line has been up for a long time.  With these users, it seems
they can improve their throughput reliability by bringing the line down and
then reestablishing the call.  Has anyone seen this behavior?  Do you
suspect it to be a router issue or a line issue?
