As far as I know, modems on the Max are not statically ascociated with channels. Not should they be. If they were, then you could not: - Have more modems than channels (for spare modems) - Have more channels than modems (very useful) - Have modems automatically swapped if they are judged to be suspect or bad. So I don't see why disabling a modem should also cause a channel to be disabled. Makes no sense to me. Yet the Modem Diag options offer you the option of "disable modem" or "disable channel+modem".
