The issue here is putting 72 modems into a 4004 chassis, as you claim can 
be done because it has enough "electrical power". And you are correct, the 
4048  chassis is a 4004 with some slots disabled. Why is Ascend 
packaging the 4048 this way if you can reasonably put 72 modems in it? Why 
even sell the 4048? The only explanation is that the 4004 chassis is not 
a good performer at above 48 modems.
