(ASCEND) Dialing into Max200 with ARA/OT on PowerBooks

I've run into a problem with our remote access setup.

We have several people (including our top 3 executives) dialing into an
Ascend Max200 modem server, using ARA 2.1 for the connection, with their
MacTCP control panel set up for MacIP. IP addresses are assigned
dynamically. All worked well while we were using "classic" networking.

However, one of the executives just got a PowerBook 3400, which required
going to Open Transport. And this problem popped up: If she dials in with
ARA, disconnects, and re-connects without rebooting or resetting her Open
Transport TCP/IP settings (switching to PPP then back to MacIP, or some
such) the machine holds on to the old IP address instead of getting the new
one from the server. And so nothing IP-based will go over the connection.
No such problem exists for PPP connections; unfortunately, even if we
bought a PPP stack that supported ATCP (AppleTalk over PPP), it's still not
officially supported by Ascend yet (as the latest long discussions have
shown).

Since this setup worked under MacTCP, I have to presume that it's an OT
problem, but I was wondering if there was a Max200 configuration setting
that might be doing it too. Ascend supports RIP, and I would have thought
that this protocol would be the proper way to notify OT about the change.
I've tried both RIPv1 and RIPv2, but no luck. Is there anything I'm not
seeing?

FYI, this problem has been verified both in OT 1.1.1 and 1.1.2.
