I can't think of ANY situation on a PRI where resources would have to be
set aside on a channel-by-channel basis..

The MAX can determine whether a call was placed for ISDN or voice, and
it'll send it to the modems or HDLC controllers as appropriate.
The only time when this doesn't work is when your customers use "data
over voice". This is a way to make a 56k ISDN call without incurring the
per-minute charges that many telephone companies charge for data calls.
The problem with this is that these calls look like modem calls to the
MAX. To handle these types of calls properly, you need to order a second
phone number for your PRI (the RBOCs usually call this Multiple
Subscriber Number). This doesn't reserve any channels. The MAX would then
automatically identify modem/ISDN calls on one number and take DOV calls
on the other number. Both numbers would share the same channels.
Incidentally, I've heard that the Livingston PM3 can handle ISDN, modem,
and DOV calls all on the same number.
