Wrong. A couple of Asend engineers are InterOp answered this for me - the PROM won't let you load 4002/4 SW and the 4048/60 code will never activate the 3rd and 4th PRI/T1/E1 slots, nor does it support BRI cards or some of the other cards the 4002/4 can.
