This is most likely due to the PM3. I had a the exact same thing happen to me when dialing a PM3. I think there is some protocol that Ascend uses to communicate whether to being up the second channel. This may sound stupid, but I believe ascend does this to check whether both sides will allow the maximum number of channels.
