you also need a "server TIME-SOURCE-ADDRESS"
or some way to get the correct time INTO your XNTPD,
try to find a source close to you network wise,
like a router of your upstream provider...

do an "ntptrace localhost" on your linux system,
(yours will probably show you "stratum 16")

>localhost: stratum 4, offset 0.000031, synch distance 0.08116
>alternet2.near.net: stratum 3, offset -0.002757, synch distance 0.05035
>GW1.FFX1.Alter.Net: stratum 2, offset -0.005872, synch distance 0.02513
>ntp1.usno.navy.mil: stratum 1, offset -0.006585, 
>                synch distance 0.00049, refid 'MC02'

the last line is the important one, showing the original clocksource ID
