I got tired of staring at those "empty" accounting records, and just
modified my radius daemon to ignore start records with no USER parameter.
The max sends these a _lot_, usually on _every_ call, when the modem goes
off hook (I believe) because we almost always see an auth request on that
port a few seconds later.
The max is saying "Hey, whatever was going on on port XXXXX is gone". :-)
