Use something to monitor the SNMP object ifOperStatus for the WAN 
ports. It will return 1 for up, 2 for down. WAN1 is SNMP row 2, WAN2 
is row 3, etc....

A good question to ask yourself here is why hadn't your Telco noticed 
it?
