(ASCEND) High Ping times on MAXX 4004

My customer complaints are getting out of control!!!
They get connections speed up to 48k but no network traffic is exchanged, I
go to termsrv and ping the users IP that is having troubles and these ping
times are way out of line, not every customer gets this problem only some
users and they want a solution for their modems not talking to our MAX 4004.
I have an open trouble ticket with Ascend for the last month, per their
instructions we upgraded to 6.1.7 and set the box back to its default
setting then rebuilt the configuration but the problem is still present.
One customer has an External USR v.90 modem and his diognostilc lights give
an ARQ error, "Retransmission of deffective blocks of data" I also see this
same problem on our Max 4048 but its not as severe, Is anyone else seeing
this kind of problem? We have the v.90 turned on and we dynamicly asign IP
address to our customers.
