(ASCEND) Problem with Frame-Relay and MAX 4048

I have several 4048's in the field that I configed sometime back.  I
recently just picked up some 4 new 4048's and cannot seem to get the frame
connection to work properly?  I am using external adtran TSU's and I am
getting no alarms on them.  When I do sh fr stats the frame is showing up?
On my bay router the DLCI shows active also.  Can someone help.  Ascend
shipped these MAX's with 6.0.10 software.  The one thing I have noticed that
"Linkup" is not an option in the ethernet/frame-relay profile.  I have the
serial WAN set to static, nailed group 1 and I have the nailed group set to
1 in my frame relay profile.  I sure can't figure it out.
