(ASCEND) limit adsl over frame bandwidth

We have a MAX TNT running
7.0.1 software.  The telephone company is going to direct all incoming
adsl traffic down our frame relay circuit.
Is there a way to limit the incoming and outgoing traffic in each
of our customers connection profile?

And also why don't frame relay customers show up when i type userstat?  Is
there a different command to show frame users?
