The hex string is a rolling report of recent success or failure for the
modem to bring up a call. A successful call is flagged as a 1, and a failed
call a 0. For instance ff is 8 consecutive 1's (8 consecutive good calls).

The dir parameter indicates the direction of the last call into each modem:

2 - call is outgoing
3 - call is incoming
