(ASCEND) MPP on a 4048

I've been having a problem getting MPP to function properly on our 4048s.
We have a couple of users that are using the Supra Sonic II modems. They
can get on line with both channels about 30% of the time. The message
they usually get when trying to add a second channel is "Host refused add
channel request". We are running the 6.1.0 code (too many disconnect
problems with the 6.1.3 code). We have MPP, MP, and PPP selected under
encaps as well as BACP selected under PPP. The stacking is turned on. We
are using Merit Radius on a Unix box. We set up a user section for each
user that is using MPP that looks like this:

shotgun	Authentication-Type = Unix-PW
	Service-Type = Framed,
	Simultaneous-Use = 2,
	Service-Type = Framed,
	Framed-Protocol = MPP,
	Framed-Routing = None,
	Ascend:Ascend-Maximum-Channels = 2,
	Ascend:Ascend-Base-Channel-Count = 1,
	Ascend:Ascend-Inc-Channel-Count = 1,
	Ascend:Ascend-Dec-Channel-Count =1,
	Framed-Compression = Van-Jacobson-TCP-IP

Has someone else had this problem and figured it out? I have contacted
both Ascend and Diamond tech support to no avail.

Thanks,

Ken Rea
