nothing wrong with your modem card, this is "normal"

with a 2012 I'd guess you have a 12-modem card right?
the system numbers the modems a bit strangly on those,
the missing 9th and 10th modems are at the 15th and 16th possitions,
#9, #10, #13, and #14 are unused, so you get  #1-8,11-12,15-16
