What firmware version on the Hayes?

That indicates that the LCP layer came up, and it started the authentication
process. So the modems seem to be talking OK at that point.

What does the MAX side say at this point? Does it suggest an authentication
failure or
a PPP failure?

Both 2.1.3 for the TNT and 6.1.3 TNT have the same Rockwell code version
2.084.

Is the user profile in the RADIUS users file, or are you using UNIX passwords?

That's weird. The same setup with a USR modem into the same TNT with the
same user....works but the Hayes does not. The connection seems to be getting
established though and the failure mode appears to be the PPP negotiation, 
really weird!

I'll pass this onto our TAC people to see if they can test this in the LAB.
