Kevin, thanks very much for the response on this issue. After
forwarding your response to my ISP, they answered that they have
Add Pers set to 5, and Sub Pers set to 10, which are the defaults.
Now I have to try and convince them to change these settings. Not
having any Max(?) manuals (or expertise) handy, can you tell me
what would need to change on their end to allow only my P75 to
control the connection of the second channel?
Do they simply need to increase these values to the point where
my settings are less? Or is there a global control for second
channel add they can shut off?
What is the standard for "ISP ettiqutte" on this? It seems like I
should be the one in control of second channel add/drop, yes? This
was certainly the case at my old ISP.

Your ISP may have the add/drop parameters set on their side to drop/add
immediately. Both ends can make the request, and there is no way to force
your end to be in control in such a case....
