have them set the serial port speed for their modem to 19200.
with most modems that will automaticly limit the maximum 
speed of the connection, if it does work then there are 
just too many analog to digital conversions along the way.

depending on the modem manufacturer you can use commands 
like AT+MS to limit the max speed to try to help
them get connected...
