Actually, i have been developing an inhouse  html-postgresql-php solution
for just this problem. So far it works just for adding users to the radius
users file in non DB format. I'm working on deletions, modifications and
converting the users file to db format and using that in the future. When i'm 
satified, i'll release it to the ascend list for anyone to use. Thing is i have
a steep learning curve cuz i'm learning SQL/PHP at the same time.. :-(
