heh... I had the same problem -- was running radiusd with an old dictionary.
Upgrading your radiusd and/or dictionary will solve this for you.  (Run
radiusd in debug mode, you'll see at least 3 unknown attributes that get
dropped.  One of those is the Xmit rate)
