(ASCEND) requiring a single phone number for a user

Gents,

I have two max 4004's.  I have 4 pri into one, and a single pri into another.  
All the phone lines roll to the next, but I want isdn users to dial the last 
phone number to get on the second max.  How do I have the max via radius reject 
a user unless he dials a specific phone number?
