Use a secondary RADIUS server. When the primary is down, authentication
requests will fallover to the second (although with a slight delay, the
exact handling is dependent on the NAS in use).

Why? Running anything like a "caching RADIUS server" would effectively be
just as big a deal and most likely even less effective then actually
running a real secondary RADIUS server.
