The best thing is to get some more data on why: 

Does the E1 line show as active with the D-channel enabled on the correct 
channel?

If so, what cause code(s) do you get when attempting to answer an ISDN call?

Does it answer modem calls?

Can you execute the "test" command in terminal server mode?
