You're thinking of running the Bitsurfr in V.110 mode, which isn't 
supported in the default config of the Max.

You need to put the Bitsurfr into V.120 or PPP mode. Have a look at 
your manual, but I think it's %A2=95 for PPP mode.

Then you don't need any V.110 cards (nothing especially magic about 
them :-), for the Max.
