I give up. How *do* I set up shop door mats?

I have tried to set up a shop.

I tried  every way I could think of to get the doormats set up.

I have had intermittent success.

Sometimes mats work, sometimes they don't.

Often, mats get me into a shop, but when standing on the
outgoing mats, nothing happens.

I can't see anything in the standard maps which in *any way*
distinguishes incoming from outgoing mats.

There *seems* to be nothing in the docs about this -- if you want
to respond "RTFM" please tell me where I can find the FM on this topic.
