The images should not be part of the client distribution since that forces
minor server changes to be reflected in the client distribution.  If the
current caching scheme creates too many little delays as images are
discovered for the first time then it might be worth adding a way to
initially seed the cache through either a client/server protocol addition
or via a map of rotating images (so player goes there sits and watches
all images and leaves when has seen enough and maybe map could be designed
based upon frequency of image usage).
