 I made a simple test map and looked at the map, and best I can tell there is no
actual programming bug.

 Since monsters themselves can not trigger special actions (like gates moving or
the like), this often instead is done by putting magic ears on the map which are
triggered when the time is right.

 But regardless of that or if it is a monster, the effective range of spoken
commands is two spaces - there can be one empty space between you and the
target, but if there are 2 or more, the target won't get the speech.

 I am not sure, but I think that may be the problem with that map as well as
perhaps other.  Perhaps magic ears should have a larger hearing radius.  The
other solution is to just dot that area with more magic ears so it is more
likely that at least one will be within the area of effect when the player says
his command.
