Regarding it being hard to find hidden quests - the actual hardest
part is usually knowing there is a particular quest to find.  I
think it would make sense if near the end of some quests the defeated
guy's letters and notes which might have some correspondance between
the guy behind some another quest or mention some other guy that is
controlling some other region.  The info wouldn't be that specific
since they wouldn't write what the other already knew, but it might
give an idea of a name and a region.  So if you haven't explored that
region and found that person/place then you know there is more to
find.
