ntp in use

Run I run 
ntpdate umn.edu

on my server, it used to work but now it says:
26 Apr 12:02:14 ntpdate[27361]: the NTP socket is in use, exiting

I don't see any strange process (like a dead ntp) but it used to work and
a few weeks ago it stopped (didn't check error logs for a while). I sent
inetd a HUP, but no luck

Any ideas?
