The difference I was trying to make was not one of encryption, but rather
one of protocol.  "cleartext" in this context means typing text as a human
user, or using a script to connect (i.e. chat).  Where as PAP uses a
specific protocol which a normal human user (simple terminal) will not
use.  PAP is the easier one to configure and more reliable than using a
script to type the username and password at the prompt.

I am not sure, but I believe that CHAP is encrypted.  I am aware that it
is a challenge based protocol, where PAP, I don't believe is.
