That would also make sense. But yeah it's probably too much work.

I've had trouble getting it to work, but that doesn't mean it can't work.
What I mean is, http://machine/~user can be made to work, but the files
being served always need to be below ServerRoot, in my experience. I am
not an Apache expert, so don't take any of what I have to said to be
gospel.
