Personally, I'm doing something rather similar in that I'm hosting several
sites via virtual servers.  What worked best for me is using wu-ftpd as my ftp
server and setting things up for 'guest' accounts.  A guest account logs in to
their home directory but immediately executes a 'chroot' to make it so they
cannot even see the rest of the server.  As far as they are concerned, the rest
of the server doesn't exist.  In fact, with this type of setup, you need to
include a local copy of any commands they might need to execute (like ls)
within their home directory or else their shell will be unable to find it.

I'll try to find the links to the HOWTO on setting up a 'chroot' environment on
wu-ftpd.  Hold on...

Ahh, here we go.  This page is a very useful resource for setting up wu-ftpd
for all sorts of weird situations.  You need to check out the section about
'How to set up guest accounts'.
