Sometimes (when not at school) I live very close to White Bear Lake. 
Our ISP there is usfamily.net.  They use it as a dialup ISP, and with a
28.8K modem, they almost always get connections of 28.8, with an
occasional 26.4.

Also, from their website (http://www.usfamily.net/), it looks like they
also provide DSL, but I haven't had any experience with it.  Their
support is fast, personal and friendly, however.

Since I was just home over the weekend, I saw that MediaOne just put in
fiber on the telephone poles in front of my house.  I would assume that
it is or will be in all of WBL in a hurry.  In any case, they knocked
out our telephone for 3 days when they put that in, but that's a
different story.
