Where are the directories located physically? The only time I've run into
problems like that (neither file owner nor dir owner can delete/chown file)
has been in NFS-mounted directories where the files are owned by a user who
isn't on the mounting machine. (Note that, even though UIDs may be the same,
in general, root on sharing box != root on mounting box.)
So, if the directories are NFS mounted, try cleaning it up from the box where
they're physically stored.
