It entirely depends on whether the first line of resume-hunting is HR or the
actual hiring group.  

If someone gives me a resume to look at, and there are more certifications
than the experience warrants: ie, if you're an MCSE, you better have been an
NT admin, if you're A+, you better have been a hardware tech, or that resume
is very likely to go into the trash.  If your resume touts certifications
that have little or nothing to do with the job: for instance A+ on a UNIX
sysadmin job, it get tossed.  If your resume has too much Microsoft bias on
it, it gets tossed.  It's OK to be an MCSE, or know Visual C++, but if your
whole concept of TCP/IP and programming comes from them, you're useless to
me.

OTOH, if HR sees these types of things, they get all excited regardless.
