yeah. umm. that's 'cuz the name of the package is
kernel-image-2.2.<something>. e.g.:

root@host ~ # apt-get install kernel-image-2.2.14

and for reference, apt-get upgrade doesn't take any arguments. if you want
to upgrade a particular package, use apt-get install.
