wish I knew... doesn't give any useful information that I see. my take
on it is; if it looks too good to be true, it probably is.

remember that there have been a lot of really *bad* 21" monitors
produced throughout computing history as well. 

of course, if you just wanted the perverse pleasure of running 80x25
console mode on a 21"; they might be just the thing. :) 
it's a good feeling to do that. :)
